(وَكَيْفَ يُحَكِّمُونَكَ وَعِنْدَهُمْ التَّوْرَاةُ فِيهَا حُكْمُ اللَّهِ ثُمَّ يَتَوَلَّوْنَ مِنْ بَعْدِ ذَلِكَ وَمَا أُوْلَئِكَ بِالْمُؤْمِنِينَ)
(وَكَيْفَ يُحَكِّمُونَكَ وَعِنْدَهُمُ التَّوْرَاةُ فِيهَا حُكْمُ اللَّهِ) And how do these Jews, O Muhammad, make you a judge between them, accepting you as an arbiter, when they have the Torah with them, in which is the judgment of Allah?
This is a reprimand from Him, glorified be He, to the Jews concerning whom this verse was revealed.
(ثُمَّ يَتَوَلَّوْنَ مِنْ بَعْدِ ذَلِكَ) The origin of "al-tawalli `an al-shay'" (turning away from something) is to depart from it.
Their turning away is their abandonment of what is in the Book of Allah, despite its clear guidance.
(وَمَا أُولَئِكَ بِالْمُؤْمِنِينَ): This is not the action of the people of faith.
(وَمَا أُولَئِكَ بِالْمُؤْمِنِينَ) Meaning, they will never believe.
