(A-fa-naj'alu al-muslimīna kal-mujrimīn) (35)
This is the first rebuke and reprimand for the disbelievers, and it will be followed by five other rebukes.
(A-fa-naj'alu) "Shall We make" – meaning, shall We make him who strives for the religion like him who is a criminal against himself and against his nation?
(A-fa-naj'alu al-muslimīna kal-mujrimīn)? "Shall We make the Muslims like the criminals?" – meaning, shall We equate these with those in recompense? No, by the Lord of the earth and the heavens! And for this reason, He said: (Mā lakum kayfa taḥkumūn)! "What is [wrong] with you? How do you judge?" – meaning, how can you imagine that?
