(The criminals will be known by their marks) In the Hereafter, no case will be registered against an unknown person!!!
(The criminals will be known by their marks) meaning: by signs that appear on them.
Meaning: The disbeliever will be known by the blackness of their faces, (and they will be seized by their forelocks and their feet). This is because the guardians of Hell, after the reckoning, will shackle their hands to their necks, and gather their forelocks to their feet, then push them on their faces, casting them into the Fire.
(The criminals will be known by their marks) meaning: by the gloom, sorrow, and humiliation that cover them.
(The criminals will be known by their marks) The angels will recognize the criminals by their signs and marks with which Allah will brand them, such as the blackness of faces and blueness of eyes.
(And they will be seized by their forelocks and their feet) So the Zabaniyah (angels of punishment) will seize them by their forelocks and their feet, dragging them to Hell and casting them into it.
The seizing by the forelock and the foot is specified because it involves humiliation and degradation.
