(أَأَمِنتُمْ مَنْ فِي السَّمَاءِ أَنْ يَخْسِفَ بِكُمْ الأَرْضَ فَإِذَا هِيَ تَمُورُ)
This is a warning and a threat to those who persist in their transgression, excess, and disobedience. So He said: (أَأَمِنْتُمْ مَنْ فِي السَّمَاءِ), and He is Allah, the Most High above His creation.
(أَأَمِنْتُمْ) O heedless ones, (مَنْ فِي السَّمَاءِ أَنْ يَخْسِفَ بِكُمُ الْأَرْضَ فَإِذَا هِيَ تَمُورُ), meaning: it moves with you as it moves during earthquakes.
(أَأَمِنْتُمْ), meaning: O you deniers.
(أَأَمِنْتُمْ مَنْ فِي السَّمَاءِ أَنْ يَخْسِفَ بِكُمُ الْأَرْضَ), a discourse addressed to the disbelievers, meaning: Do you feel secure from the Most High, the Exalted, that He would cause the earth to swallow you, thus burying you to the lowest depths?
(أَنْ يَخْسِفَ بِكُمُ الْأَرْضَ), so He buries you in it, as He did with Qarun.
Al-Mawr (المور): is agitation, flowing over the surface of the earth, and movement.
(أَنْ يَخْسِفَ بِكُمُ الْأَرْضَ فَإِذَا هِيَ تَمُورُ), meaning: it agitates with you until it destroys you.
