(قَدْ عَلِمْنَا مَا تَنْقُصُ الْأَرْضُ مِنْهُمْ وَعِنْدَنَا كِتَابٌ حَفِيظٌ) (4)
(قَدْ عَلِمْنَا مَا تَنْقُصُ الْأَرْضُ مِنْهُمْ) meaning: We have indeed known who among them is guided and who remains in error. Allah the Almighty says: (أَوَلَمْ يَرَوْا أَنَّا نَأْتِي الْأَرْضَ نَنْقُصُهَا مِنْ أَطْرَافِهَا) [Do they not see that We set upon the land, reducing it from its borders?], by the effort of guidance, as callers [to Islam] spread to the ends of the earth.
(قَدْ عَلِمْنَا مَا تَنْقُصُ الْأَرْضُ مِنْهُمْ) its meaning is: And We have indeed known what enters into Islam from the lands of the polytheists. Allah the Almighty says: (الْأَرْضَ نَنْقُصُهَا مِنْ أَطْرَافِهَا) [the land, reducing it from its borders].
(وَعِنْدَنَا) meaning: And with Us, commensurate with Our Majesty, (كِتَابٌ) meaning: a book that encompasses everything.
(وَعِنْدَنَا كِتَابٌ حَفِيظٌ) meaning: a book that records their deeds and enumerates them.
