(Nay, verily! His Lord has been ever-seeing him.) (15)
And the meaning is: Indeed, his Lord is All-Knowing of his ultimate destination.
The truth is that his Lord was fully aware of his affair, encompassing his reality, knowing his movements and steps.
(Nay, verily! His Lord has been ever-seeing him.) So, it is not fitting that He should leave him neglected, neither commanded nor forbidden, neither rewarded nor punished.
