التفسير التبليغي
(O you who have believed, be persistently standing firm in justice, witnesses for Allah, even if it be against yourselves or parents and relatives. Whether one is rich or poor, Allah is more worthy of both. So follow not [personal] inclination, lest you deviate. And if you distort [your testimony] or turn away, then indeed Allah is ever, with what you do, Acquainted.)
(O you who have believed, be persistently standing firm in justice) Allah does not grant a nation leadership on earth and the blessing of the Sharia unless He makes them steadfast in justice and submissive to the truth.

(even if it be against yourselves or parents and relatives) A person should not be influenced by personal inclination in fulfilling Allah's command.
(or parents and relatives) meaning: even if it is against your parents and relatives.
Allah commanded the believers to speak the truth, even if it is against themselves or their fathers or their children, and not to favor a rich person for his wealth, nor to pity a poor person for his poverty.
(So follow not [personal] inclination, lest you deviate) meaning: so let not personal inclination, tribalism, and people's hatred for you lead you to abandon justice in your affairs and matters.
Adhere to justice in all circumstances.
The greatest foundation of this Surah is justice.
(So follow not [personal] inclination, lest you deviate) meaning: from the truth.
(So follow not [personal] inclination, lest you deviate) Do not be influenced by personal inclination in your efforts.
Do not incline so that you act unjustly.
Do not follow your personal inclinations to deviate in your testimony if you give it for a rich person against a poor one, or for a poor person against a rich one.
Bear witness as Allah has commanded you to bear it, with justice for whomever you testify for and against.
