(لَكِنِ اللَّهُ يَشْهَدُ بِمَا أَنزَلَ إِلَيْكَ أَنزَلَهُ بِعِلْمِهِ وَالْمَلَائِكَةُ يَشْهَدُونَ وَكَفَى بِاللَّهِ شَهِيدًا) (4:166)
(أَنزَلَهُ بِعِلْمِهِ): He means that He sent it down containing the knowledge of striving (jihad).
(وَالْمَلَائِكَةُ يَشْهَدُونَ): meaning, they bear witness to what Allah has revealed to you.
(أَنزَلَهُ بِعِلْمِهِ): He revealed it to you with His knowledge that you are the most worthy among all His creation to bear the responsibility, may the blessings and peace of my Lord be upon him.
Allah bears witness to what He has revealed to you – the revelation of the Qur'an. (أَنزَلَهُ بِعِلْمِهِ) for you to uphold it, and the angels bear witness. (قُلْ نَزَّلَهُ رُوحُ الْقُدُسِ مِنْ رَبِّكَ بِالْحَقِّ لِيُثَبِّتَ الَّذِينَ آمَنُوا وَهُدًى وَبُشْرَى لِلْمُسْلِمِينَ) (16:102). The Qur'an was revealed for steadfastness... it was revealed with virtues, stories of the prophets, and their struggles.
(أَنزَلَهُ بِعِلْمِهِ): Due to His knowledge of your steadfastness in fulfilling the purpose for which it was revealed.
He revealed it, knowing that you are worthy of having it revealed to you, and that you will convey it.
(بِعِلْمِهِ): The knowledge that people need for their worldly life and their afterlife.
(لَكِنِ اللَّهُ يَشْهَدُ)...(وَالْمَلَائِكَةُ يَشْهَدُونَ): For momentous matters, only the select few are called upon to bear witness.
(وَكَفَى بِاللَّهِ شَهِيدًا): In their dealings, their covenants, and their wealth.
